Is it illegal to sell a car in Ohio without working air bags?

I purchased a vehicle from a dealer. It is a 2006 vehicle, the airbag light was on. We were told sometimes the light comes on if your not sitting in the seat correctly. We took it to a dealer and had it tested and the module for the airbag is bad. I have a 30 day warranty through the dealer and an extended warranty for service, but the dealer wants me to split the cost. Is it legal to sell me this vehicle with factory airbags without disclosing to me that the airbag is not functional?
