Is plastic surgery bad at 19 or 20?

please dont, as long as you have good main features such as core legs arms etc, modelling agencies dont usually mind those sorts of things as they can often be edited on the computer, i was an intern at elite and this is what i helped with. the main thing is that you know the best angles for your body and how to take photos and walk. i would also just be a little more people friendly and have confidence. if you get rejected, keep trying, and i highly doubt that they would reject you because of your cheek bones. as a matter of fact, many agencies try to find people who havent had plastic surgery as it can give them a bad reputation. 19/20 is too young. trust me. i wish you the best of luck :)
