What does "through traffic keep left" sign mean in ohio?

i was driving through newark ohio and saw a lot of those signs. i kept to the left and lots of people flashed their headlights at me. does it mean i am supposed to stay in the left lane and others are supposed to pass on the right. i'm really confused!
