Ohio Medicaid who counts toward family members?

I was wondering if anyone knows whether everyone who lives in the household is counted towards the household size or is it only the parents and any children under 19? The reason I ask is cause I have 5 children and 3 adults (my husband, myself, and my brother) in my household and I wanted to know if they will count us as a household size of 8 or if they will leave my brother off? Before anyone makes any stupid comments about getting a job or what not, I will clearly state myself and my husband both have full time jobs but due to a medical situation with my 3 year old I have to take off work frequently and have seen a decrease in pay by 60% over the last year and I've lost our insurance cause of inability to pay the premiums. My brother lives with us to take care of the other kids while my husband is at work and I'm either at work or at a Dr appt with my 3 year old. I applied and was turned down due to making $25 over the limit of income but that was based on a family size of 7...not 8. I have called my caseworker and left 2 messages but she hasn't returned my call and it's been more than a week.
